Ningbo Bureau of Labor and social security announced that in 2007, there were 130,150 new employees. 61600 unemployed found jobs, including 19600 people who were very difficult to be employed. This number was exceeded the target set up at the beginning of 2007. At the end of 2007, unemployment rate reached 3.6%, which was below that in 2006. In 2007, Ningbo has implemented kinds of policies and helped unemployed to find jobs again. Totally, Ningbo allocated 246 million Yuan for social security and employment subsidy of enterprises. 18000 enterprises employed 57000 unemployed and received government’s subsidies. Governments helped 10300 unemployed to be employed and allocated subsidies for helping them to find jobs. 6055 people who work flexibly and “4050” people received social security subsidies of 14.336 and 18.576 million Yuan respectively.

In addition, Ningbo bought welfare working posts, encouraged unemployed to be employed by themselves, and issued preferential economic policies to promote employment work. So far, there are 6782 welfare working posts, 530 informal employment agents, which had employed 10900 unemployed. 221 households who set up own business had received loan of 7.98 million Yuan. Total small amount of loan has reached 59.694 million Yuan, which helped 1667 unemployed achieved their goal of setting up own business.
