At a recent national meeting on the work of migrant workers, the measures that Ningbo takes in the service and administration of migrant workers were paid lots attention of the attendants of the meeting. The Office of the Affairs of Migrant Workers of the State Council spoke highly of the Ningbo Mode, saying that the service and administration system of migrant workers established in Ningbo was a pioneer in the country.

　　Ningbo is now one of the preferred cities for the migrant workers. By the end of 2007, the registered migrant population in Ningbo numbered 3,410,000, including 3,200,000 workers from other provinces, and this number is increasing by 20% every year. To deal with the issues in the service and administration of the migrant workers, Ningbo Municipal Committee of the CPC and Ningbo Municipal Government have made courageous explorations of the ways that both accord with the guidelines of the central government and conform to the specific conditions of Ningbo and established a pioneering Ningbo Mode.
