According to the televised meeting on the Well-off Project of Low-income Farmers, by 2012, 70% of the low-income farmers whose average annual income today is 1500-2500 shall be rise to be over 4,000 yuan, and over 70,000 low-income farmers will be benefited by the project.

　　An investigation shows that Ningbo now has 71,031 low-income farmer households, including 29,576 low-income households, 3,590 households enjoying the five guarantees.
